Yes, the laws on emitted pollutants (CO, HC, NOx) are expressed in grams per mile, and fuel economy requirements (CAFE, gas guzzler tax, mandatory mileage labels, etc) are expressed in miles per (US) gallon. (I think HC has been officially renamed NMOG - non-methane organic gases.) Since the laws use these units, everyday speech does too. (But metric is our preferred system of measure :) )
