I had thought that too, but it came up in a previous discussion (I think on 
another board).  I did some investigating.
Meat (& poultry) are specifically exempted.  If you read the FPLA summary on 
the USMA site, look at Section 1459.

The summary of the FTC regulations to enforce FPLA on the USMA site doesn't 
include Section 503, but Google 16 CFR Part 503, and check section 503.4 where 
it is also specifically exempted.

I don't see WHY it should be exempted, but it apparently is because it is 
regulated by another government department, USDA.  Of course, it is not clear 
why they only regulate meat & poultry and not all food.  But it doesn't need to 
make sense, because it is the law.

It looks like another case where pounds are compulsary and kilograms are 
optional.  If permissive metric only were ever passed, it would need to be 
cleared up (like beer, and random weight meat, deli, and produce).

I was under the impression prepackaged meat had to list both inch pound and 
metric on the package. I wrote an email to Citterio about 4 months ago asking 
them to follow the FPLA. I took these pictures in Costco today (27 
January) showing just the ounce and pound units on two of their products.
