If the inch and foot are to be kept (which I don't think they should), this 
should be reworded: "Understand that 1 meter is a base unit and 1 centimeter, 
1 inch, and 1 foot are defined in terms of it."

There's also the issue of when to teach fractions. The draft recommends 
teaching fractions first, then introducing decimals as fractions whose 
denominator is a power of ten. How should this be taught if metric units and 
those allowed with SI are the only ones used? (The hour and day are 
non-decimal multiples, so some use of non-decimal fractions is still needed.)

Is there any sense in measuring pencils with paperclips?
