Without looking it up, in North Carolina the state plane coordinate system was 
defined in feet before NAD 83. It is now defined in meters, but the false 
easting is a round number of US survey feet. Some other states use a round 
number of meters.

I expect to graduate at the end of this year; then I have two tests to take 
before I get my license.
