I read that at same other site too (for which I can't find the link).  It also 
claimed handwritten letters have more impact than typed.  However, my 
handwriting is so bad that sometimes I can't read it; I doubt they ever could.

However, the Senate and House websites clearly state that snail mail may be 
delayed.  It is sent out for extra screening since anthrax attacks were popular 
with terrorists a few years ago.  They encourage e-mail or fax.  I guess snail 
mail will have more impact when it finally gets there. :)

One key is never use a form letter supplied by some organization, and in 
particular never start with the opening from such a form letter.  A line or two 
and it's in the trash can.  Make the same points in your words.
