No, the lumen is metric and so is the watt. The reason they're doing this is that compact fluorescents and LED bulbs (not counting the tiny LEDs such as the three on my keyboard) are becoming more common and they have different lumen per watt ratings than incandescents. So if you want a certain amount of light, it no longer makes sense to think in watts, but it still makes sense to think in lumens. The flashlight has a beam solid angle of 1/27 sr.
