This is the business plan of an ISO Technical Committee. They've done
fairly well at following it!
It's the U.S. which is lagging, but then, this is not the U.S. Business
Plan.

I would like to bring to your attention the Business Plan of ISO
Technical Committee 12, "Quantities and Units". ISO/TC 12 works closely
with IEC/TC 25, "Quantities and Units". Jointly, they produce the
ISO/IEC 80000 series standard.
What I find to be particularly interesting in this ISO/TC 12 Business
Plan is the economic analysis that it contains. Some of you may find
material here that will be useful to you in your efforts to lobby for
full metrication of the U.S. The document is in PDF format and it is
only 7 pages long.
