Without looking it up, I think the 1995 debacle was created by Sen. Fritz Hollings (D-SC) who chaired the Highway Transportation Committee (or something like that). His committee worked on the ITEA ("Iced Tea") bill that became the TEA bill, which was passed and signed into law. That bill removed the "no later than" date for states to report completion of the metrication of their highway departments. Any school child can tell you that if you cancel the due date, the assignment never gets done.

I wrote a letter to Sen. Hollings while this was under consideration (and while I was a resident of South Carolina) and he responded with a personal letter. In that letter he said that he was confident no states would revert. I took that as ironclad documentation that our representatives in Congress were not averse to telling lies. The South Carolina Highway Commissioner was a buddy of Sen. Hollings and that commissioner was dead set against the metric system -- so I was told by people in his department. So the commissioner talked to Hollings, Hollings talked to his committee, the committee passed the bill to the floor with the clause canceling the due date, and ... Well, you know what happened.

By the way, the President at the time was William J. Clinton, a Democrat.

We should probably consider the two laws which undermined metric
conversion plans by Federal agencies as well:
1995 National Highway System Designation Act - undermined plans for
metric signs and metric highway construction
1996 Savings in Construction Act - underminded GSA plans for metric
Federal facilities construction by requiring Customary brick and
lighting fixtures if they were cheaper. Requiring things that don't fit
the standard modules undermines modularity.
These two sent two good metrication plans into tailspins, and were a
definite win for "the forces of evil."
