just a few initial notes in response to [USMA:49886] New BIPM web page on
the "New SI"

the following review notes (also draft status) encompass revisions to both
SI (bipm.fr) and ICAS (aatideas.org) standards for SI and ICAS.

SI Brochure draft chapter 02 (page 2/14 as of 2010 sep 29)

for improved clarity with reference to historically and scientifically
established developments in formats for the expression of time, consider the
following revisions to the SI brochure DRAFT S2 s02 (Section 2,
sentence02):

replace " . . . treating all other units as . . . " with " . . . treating
all other SI units as . . . "

replace standard expression 'coherent derived units' with a standard
expression 'scaleset-SEC derived units' (or possibly 'second derived
units').

[ an organization of units in terms of a factor for a particular unit of
time will also accommodate the formulation of a standard expression
'scaleset-DAY derived units' (or possibly 'day derived units' ]

a special note can be made in the revised SI standard that the expression
for the group of SI derived units that was labeled 'coherent derived units
in table 3 of the 1998 SI brochure would in the 20XX SI be labeled as
'scaleset-SEC derived units' (or possibly 'second derived units').

AAT ICAS 1300 - Inter-Dial Clock (IDC) specification

the table headers for _AAT ICAS 1300 table 1300.1 ICAS time-derived units_
could subsequently be revised as follows:


physical quantity, name-ScStSEC, symbol-ScStSEC, terms derived-ScStSEC,
terms base-ScStSEC, factor-ScStDAY, name-ScStDAY, symbol-ScStDAY


[ as an explicit-constant format for a scaleset of units formulated in terms
of a fixed-day is definable as an exact numeric factor from the
customarily-derived clock second, an organization of SI with reference to a
scaleset-SEC in addition to a possible future scaleset-DAY would have no
effect on the magnitude nor dimension of SI base units. the SI second and SI
meter would continue to be the second and meter. however SI base units would
be practicably realizable in terms of more than one numerically-related
scaleset. yet for coherence, each scaleset would encompass a particular set
of derived units formulated in terms of a particular scaleset factor. ]

[ it may also be that the concept of explicit-constant will displace the
concept of base-unit. as such there might not necessarily be a new
specification for a base unit for time, yet a particular scaleset unit of
time that is factored with reference to a fundamental physical constant.]

[for a subsequent version of ICAS, AAT ICAS shall also consider further
specification of ICAS units in terms of the explicit-constant format [24
CGPM Convocation Draft Resolution A].


[ ICAS standards may also very well be extensively reviewed to reflect a
style in the AAT ICAS metrication month poster 2010, the CGPM draft
resolution A, in addition to other standards developments. timeframe
schedules for developments of ICAS standards may very well involve more than
a year or more than a decade. ]
