Suffice it to say that I disagree with much of what you have written here. But if that is your opinion and understanding of the facts, so be it.

On your more salient point, I'm sure that the local officials would be using locomotive engines if they could get them close enough to run the cables. Locomotive engines are merely diesel generators on motor-driven wheels.
