True.  It has been gutted by Congress as far as Federal highway and building 
construction.  Further, as an Executive Order, it exists at the wish of the 
President and means no more or less than he wants it to mean. G. H. W. Bush 
wasn't in office long enough after he signed it to estimate his commitment to 
it.  I would argue the next three Presidents (5 terms and counting) haven't 
demonstrated any.
 
If Federal agencies with inadequate plans had to personally review them with 
the President, it would have some meaning.  As long as he totally ignores it, 
it means absolutely nothing.  It could be wiped away in the stroke of a pen if 
the President doesn't care.  Perhaps we should be glad that hasn't happened.

I would say that EO 12770 has been fairly well gutted. It hasn't been canceled 
that I know of, but it's no longer effective.
