Without launching the program (my "desktop" is rather full at the moment) I would say that Sibelius deals with all normal orchestral and band instruments as well as many weird ones. Sibelius 6 and Finale's Allegro are pretty much equal in capability, with only subtle differences that pertain to what the user sees (such as engraving rules, which I set in metric units), not what's on the printed page. Yes, Sibelius does automatic and manual instrument transpositions, parts separation, and so forth.

There are some interesting Sibelius vs Allegro forums out there on the wild, wooly, web!

By the way, you can download a 30 day free trial of Sibelius from their website. It's not "full up", but pretty robust nonetheless and thus a good idea of what the "paid up" program can do.

The file was scanned, formatted, and printed by "Finale" software, no

The part printed well with no adjustments of my printer for millimeter, or for 
25.4 millimeter spacings of the notes.
