It is a good metric familiarity plan. I have no doubt that it is sufficient to allow a plumber (or other trade) to build from an approved plan. However, I notice the text states that the course will be sufficient to allow one to "design and build."
It seems clear to me as an engineer that to design, one must know the new building codes and know (for plumbers) how to choose the correct size pipe for main runs in a home, an apartment complex or large office building, branch runs to a single fixture, etc. Many other issues would apply for the plumbing, and even more for other trades. It seems to me that this familiarity course has not touched on any of this material and that these people have not been trained to design systems in their respective trades in metric. These people are going to need a refresher in metric in the physics and equations that guide their design and an introduction to new metric building codes. I do not think the course as presented has taught them to produce engineering drawings, bills of material and specifications that would lead to approval of their plan for a building subsystem.
