Either may be first and either (or neither) may be the "round" sensible 
amount.  
The USMA site has a "laws" page with an excellent summary of the FPLA.  You 
have 
to read both the law and the FTC/FDA rules to get the whole picture.

A slightly different topic:  I am wondering if the federal labeling law 
requires 
that SI be listed last, and in parenthesis.  Would it be possible for a label 
to 
be, say, "250 mL (xyz fl. oz.)"  or "250 mL (abc pints, def fluid oz.)".  It 
would help a lot if the metric measurement could come first, and not in 
parenthesis.
