Agreed.  Most of the IERS (International Earth Rotation Service) products are 
available on this page:

Bulletins A, C, and D may be of some general use.  Bulletin C issued today 
announced there will be no leap second on 2011-12-31.  Bulletin A predicts 
difference of UTC and UT1 up to one year in advance with other data.  Bulletin 
D 
defines the value of DUT1 (difference of UTC and UT1 rounded to 0.1 s) as 
broadcast by WWV and other time services; it is issued a month in advance of 
changes.

The format of these bulletins is quite regimented, and time systems that need 
the data can use shell scripts to collect and parse the data, or humans can 
read 
and interpret them.  There is therefore some investment in the status quo.  If 
it ain't broke, don't break it.

I don’t think so – the earth is slowing down and the rate of slow-down can be 
measured.  It follows therefore that the earth therefore cannot be used as THE 
clock by which time is defined.
