I wouldn't take what Mega Lo Mart does as representative of everyone. This is a proprietary brand, and other companies also bottle water in the 20 floozie size.

They were Sam's brand 24 packs boldly proclaiming that the whole pack has 74 oz more water than the "regular size." They were of course the 20 oz bottles.
