As is the case here, the only way one can write to a person or agency is often to register and "sign in" to become a "member", as it were. I just don't wish to do that. I don't want to have myself becoming a member of anything just to make a single isolated comment. If they really were interested the public's opinions, they would make it easier for the public to send them comments; easier by not requiring registering.
