The International Game Fish Association has launched a world record program for 
"catch and release" fish.  It is based on measuring the fish to the lesser 
whole centimeter.  The fish may NOT be weighed and must successfully swim away 
after release.

The fish must be measured with an official device pictured in the rules (an 
L-shaped ruler with the snout against the L-stop).  The fish is measured snout 
to the center (minimum) of the tail fin.
