I am currently writing a short piece on the history of the metric system in
the US, and have used the 1866 House report to take it up to that date.
What I have so far (very much a work in progress)  is here:

However, the 1906 and 1921 reports are over 700 pages long combined, and
I'm wondering if anyone has come across any material attempting to
summarize them. The 1921 report is a mass (some 440 pages) of testimony and
reports; the 1906 report is over 300 pages of testimony. I was hoping for a
concluding/summarizing chapter, but the Google Books editions don't even
have a table of contents for either of those reports.

Does anyone have any information about those reports? I'm already familiar
with Alexander Graham Bell's testimony to Congress in 1906 (fascinating)
about his use of the metric system in his own laboratories.
