I didn't say I couldn't interpret it; I'm just saying it is stupid use. It's in the same category as incorrect spelling. I admit that I did overlook how high 10 feet 3 inches is. Yes, assuredly it is the height of the bus, not the maximum height for its passengers to avoid bumping their heads.
