It is not correct to attach "qualifers" to an SI symbol.  However, I am about 
95% sure that is what they are doing, Wt for watt-thermal, We for 
Watt-electrical.  Steam plants are about 33% efficiency, more or less, in 
converting heat to electricity.  Such distinctions are very common in 
electrical 
generation.  Often, they are subscripts.  Still wrong, but common.

following: Licensed MWt: 3,411

Am I mistaking things here or is the US Nuclear Regulatory Commission using Wt 
as the symbol for Watt?
