Something like 18-20 years ago, I remember reading a Detroit News article about several southern states attempting to do something similar, but as a group. The article highlighted the fact that their plan was to metricate the roads & fuel, although the overall tone seemed to imply that there was more they wanted to accomplish. Obviously nothing happened to this project, but it would have been a nice start.
