It is true that Congress is the better place for stronger metrication 
legislation (e.g. Amending the FPLA to permit metric-only labels on consumer 
products), but, also, the President *does have the authority* to enforce (or 
reinstate) Executive Order 12770 requiring Metrication in Departments, 
Agencies, and Administrations of the Executive Branch.  The second goal could, 
hopefully, be achieved by petitioning the White House.

Truthfully, petitioning the white house is useless.  The president has no power 
to effect a change, but the Congress does.  So why waste time with the white 
house, bring you campaign before congress.
