In this respect, it should be remembered that the formal definitions of the
units of electricity were accepted by the international community at the IEC
congress in Chicago in 1893, which, if my memory serve me correctly, is in
the United States.

While our goal of US metrication must be achieved through the political
process, I must insist that our campaign for the changeover be devoid of any
specific political philosophy, and should never be identified with any
political issue or issues other than a desire to advance US commerce and
science.

Measurement is a universal activity, and as such, should be considered
non-political. The setting of a standard of measurement is a very serious
matter, one that is even tied, in our Constitution, to the same article that
authorizes the issuance of our currency.  By adhering to  a non-political
stand, we shall accord the setting of the country's measurement standard the
respect it deserves, and at the same time, we will gain the genuinely
NATIONAL support that will be required to make our coordinated metrication
plan succeed.
