Well 320 km/h is 200mph....so he was basically right.  195mph is 312.....

What's 3km/h in the grand scheme of things..

I almost could not believe my ears! I was watching the news Friday  
morning before biking 5 km to work as I usually do. As I watched  
France 24 from Paris, they were reporting on the giant storm hitting  
the Philippines. Everything is metric at France 24 (which is why I  
watch it) but they decided to interview an American meteorologist, who  
gave every measure in miles. As this American meteorologist neared the  
end of his report, he thought he would throw in a metric measure, but  
totally goofed it up. He said continuous winds are 195 miles per hour  
and in kilometers per hour, sustained winds would be around 315 miles  
per hour. I had to back that up, play it again, and catch it on my  
little Verizon Convoy 2 cell phone. Picture quality is poor, but I  
attach that little 37-second clip for your amusement. Thank goodness  
Direct TV has Free Speech TV Channel 348 where I can get news reports  
giving measures in meters, kilometers, kilograms, Celsius et cetera.  
Let me know what you think of the news clip. Is France 24 available in  
your area?
