The recommendations in the sections on "Measurement and Data" for all eight 
grades in the "new" Common Core State Standards mix "buggy whip units" with SI 
Units without preference for SI Units of Measurement in spite of federal public 
laws declaring the preference for SI Units of Measurement for trade and 
commerce in the US.

Can this confusion explain the fact that youths from other countries perform 
better on tests of science and mathematics?

As Jim has noted, at least emphasis is on *measurements* rather than on 
conversions of units of measurement.
