In spite of the clear "km/h" markings on the sign photo (and also on the guy's speedometer if it were shown), the article doggedly sticks to AP's misuse-of-metric Style Guide by using "kph" as the symbol for kilometers per hour. I'm surprised they didn't photoshop it.
