I cannot agree more.

In my years of consulting for various industries, particularly
manufacturing. I always first met with the topmost people and explained
that I needed two actions upfront:
- Proclamation about the decision to go metric.
- Nomination of a person to act as the Metrication Manager.

As Peter wrote, having that announcement, my training was a breeze. No
arguments about which system is better, why do I need to learn this crap,
the cost would bankrupt the US -- none of that. Peace in the classroom, 20
students motivated to pay attention, smooth progress thru one, two,or three
days seminars.

I am attaching here one example of such draft "announcement" I used to
prepare for the top brass to help them announce the changeover in their
business.
