I've just received a reply from Russ Rowlett.
The Dictionary of Units had to move because UNC retired the ancient server on
which it lived with other long-standing faculty websites. I'm happy to tell you
that I was able to move it to ibiblio.org, a reference website run by UNC's
information and library science school. Here is the new address:
http://www.ibiblio.org/units/
He is alive and well, thankfully.

Russ Rowlett, at UNC, used to maintain a website with over 2000 units

they are no more!
As of November 13, 2018, the service providing these web assets
(www.unc.edu/~rowlett/units/) has been permanently decommissioned.
Preparation for this eventuality has been on-going for some time.
If you are seeing this page, something you use still attempts to
access this service.
This is a crime against humanity! That site possessed a wealth of
knowledge that contrasted beautifully with the 29 named units of the SI.
Does anyone here have a copy of that old website? Did anyone archive it?
