I think that the problem begins at the start of school.  Madame Montesouri (who 
gave the inaugural lecture at the launch of the USMA in 1916) used one 
centimetre  counting beads in her infant’s classes.  Centimetres were 
introduced as a by-product of counting.

 

By the age of 7 or 8, children can first be introduced to negative number. In 
the northern parts of the US, this is quite easy. During the Autumn introduce 
the concept of the thermometer to the children and log the temperature in 
degrees Celsius on a daily basis. At some time the temperature will hit zero 
and what happen? Water freezes.

 

These sorts of low-level exercises get children’s minds working. Part of the 
tragedy however is that some parents will reinforce this learning at home, but 
other don’t.

I am not sure it is the metric system that people are afraid of.  Most people I 
know will admit that the metric system would be better, but they have 
absolutely no interest in changing.  In fact, many of those who admit that the 
metric system would be better would still actively oppose conversion because 
they think it will be too much trouble

 

Arithmophobia is the fear of numbers generally, but can also refer to the fear 
of math, numerals, certain numbers, calculations, and/or calculus'

Math anxiety can be thought of as a learned fear of numbers or anything to do 
with math. It results in feelings of tension and fear at the sight of numbers 
or math symbols, causing poor performance in math, especially on tests. Sadly, 
in the U.S., over 50 percent of people have math anxiety.

   

We know that conversion does not need to involve a lot of math. Two liter soda 
bottles and half liter water bottles were just accepted without a thought. 
However, the problem is that people's perception is that it will involve a lot 
a math.  In fact, people's math anxiety is so bad all you have to do is show 
them a simple conversion table and they will immediately and completely zone 
out.  "Public education" programs will never work, and, in fact, would probably 
be counterproductive because math and charts would be involved.

 

The only way conversion will happen is organically with metric only labeling 
options, businesses manufacturing products in metric packaging, and by TV, 
movies, and organizations (including news organizations) using metric units 
more often.
