AS an exercise, get half the class to create rulers with customary on top and half to create rules with metric on top and then get them to actually use the rulers to measure customary units and metric units. They will find that the unit of measure which is on top is easiest to use. Of course, the most "neutral" way is to arrange the numbers such that the lower set pf numbers will be upside-down. The ruler can then be rotated to make that system of units the easiest to read. Also if there are any left-handers in your class, the might prefer the number to run from right to left.
