Looks like your hardware is just fine, but you may want to consider the
following:
1. try rx_ascii_art_dft or a GNUradio flowgraph with visual fft to
settle on appropriate gain and bandwidth settings
2. You do not specify a gain setting, so you are getting minimum gain,
try increasing the gain for better noise figure
3. Narrowing the bandwidth of the baseband filter with --bw will only
help if you have strong interferers which are limiting your signal
reception, otherwise, it raises the noise floor (raising Noise Figure
also) which will make GPS signals hard to acquire. It is probably best
to leave it at the default, or at least substantially wider than 2MHz
