You're capturing an analog process, so there's no way to definitively say sample <X> is your first valid sample.

It takes a few msec for the DC-offset and I/Q compensator on the AD9361 to reach some kind of equillibrium when the RX logic is turned on. It takes a while for analog filters and other analog "bits and pieces" to reach steady-state operations.

It takes a while for whatever DDC filters are in play to reach steady-state operations. So, a few milliseconds on RX startup is actually pretty good in
  my book...
