So this number is basically a constant until the next leap second? It
seems like ntpd should have a way of knowing, especially when using a
gps time source. I did some quick googling and didn't find an answer,
but it feels like this isn't a unique problem and someone else should
have a solution.

And time has always made my head hurt :)
