There are people who have ported SoDaRadio to a raspberry Pi (4?) 

In any case, SoDaRadio has been used for sat coms and as a general purpose 
transceiver from 10 MHz to 10 GHz. (10 MHz with a UBX module, 10GHz with a B210 
or an N200 and a transverter.)  It can talk to FLDIGI and WSJT.  The IF rate to 
the PC is 625 KSamp/sec, but much of the processing (most filtering, and 
demod/mod for all but wideband FM are done at 48 KS/s). 

It was originally developed on a 10+ year old I7, and took very little of its 
processing power.  It might be worth a try on your platform.
