I also had this issue on Ubuntu 20.04, which was up to date as of a week or
2 ago before I noticed this issue (it might have been around for quite some
time; I hadn't updated this specific computer in ~6 months). Here's what I
did to resolve it, allowing "apt" to work again for me. I'm pretty sure the
issue is with the UHD PPA info. I will push this info to Ettus R&D and
hopefully they can shed some light on this issue -- and hopefully fix it! -

1) Either via some commandline / file editing or in the "Software &
Updates" app ("Other Software" tab):

disable all entries for "ppa.launchpad.net/ettusresearch". save files /
Close the app & it should update the local cache of software.

2) run "sudo apt update" just in case.

3) run "sudo apt --fix-broken install" and the apt-installed UHD packages
should be removed.

Yes, I know that UHD PPA is now disabled, and hence installing UHD will be
less simple. That said, at least "apt" is working again!
