I'd say DO NOT specify fpga= in the device args, and make sure your
--fpga-path is an absolute path, otherwise, it may
just search for the given .bit file in the default system-wide directory.
Also, apparently with E320, restarting is not necessary (I don't have an
E320 myself, so just assumed "the usual").
