 Well, the configure script in the 2.13 tarball has been generated by
 2.59 and it doesn't support $localedir...

 Yes, it's a bug. You found the first bug in util-linux-ng. A
 workaround for this bug is run the ./autogen.sh (or autoconf) before
 compilation (you need autoconf > 2.59).

 The patch from my previous email is useful for people with
 autoconf-2.59, but they still need to re-generate the autoconf stuff.
