./configure --enable-debug/--disable-debug from changing CXXFLAGS (either
disable all optimisation and use -g, or disable -g and set -O3) apart from
prepending -g for --enable-debug. (Fixes lintian's
debug-file-with-no-debug-symbols warning.)
