All of the proxies go through the same 2 servers (at least they did back
in April). You can try proxy.byu.edu if proxy.rn.byu.edu isn't
responding.
I would go the cs account or engineering account way. When I was on
campus, I would export my netscape from the math dept to my home machine
if for instance things like Ladies Home Journal wouldn't come up for my
wife. The proxy administrators were pretty reasonable about opening
things up if something shouldn't have been blocked.
