You need to look at the Limit statments in you config files. It is these statements that control http methods such as POST, GET, and HEAD.
I realize this come later than when you need it. I hope you already had it worked out, but if not, there's some help.
Oh, BTW, .htaccess files may be controlling this too, but you should already know about how those work if you have any.
