Ya, it is.  When scientists need something, often they just write there own 
stuff.  One of the professors (Eric Hintz) has actually written programs to 
work inside IRAF for some of the data reduction procedures.  You just have to 
load it in your login.cl  And I've written code is C to fire a laser based on 
a GPS clock and take a bunch of readings while it was firing.  Worked great.

I might be down there in June or July if you would really like a demo.  
Although, what I do with IRAF is a small part of everything it can do.
