Sure, there's something similar - in fact, I'm using it at work now. 
Just install mod_proxy in apache, and set it up as a reverse proxy to a
real mirror.  There's nothing magical about the way apt works, you don't
need a special "apt" proxy, it's just downloading stuff via http or ftp.
