You could try using apt-move. IMHO, its very useful for snagging parts of a repository (although apt-proxy might be a better tool for mirroring). But apt-move is definately the best for creating a repository of all the packages already installed on your system and such. For more detailed info than I could ever summarize in an email, take a look at #apt-cache show apt-proxy and #apt-cache show apt-move [or their man pages if you have already installed them].
