Update:
So, after poking around the files included in the folder with the
installer, I found one that described just the problem I was having.
After installing a new version of OO, if you remove the old version, you
have to re-run the installer and choose the "Repair" option. This will
install the files that removing old-OO deleted.

When in doubt, readme.
