That's a broadcast address.  Anyone with IP address 192.168.0.x should
see the packet.

NBNS is Netbios Name Server or something like that.  What I don't know
is does SMB run on top of NBNS?

In any case, it looks like your problem might be that for some reason
your linux box cannot or will not see those packets that Windows is
sending to 192.168.0.255.
