In a nutshell, it would import a clients file, containing their complete financial status information (credit card account status info, mortgage status info, car payment info, and so on) storing it in a database (MySQL or PostgreSQL). Then the information is checked against some criteria to select a debt payoff plan. This is run past a human, who can change/tweak the plan/parameters assuming the computer didn't make a perfect guess as to what was appropriate. Then the app/database tracks payment information regarding all the persons accounts as they progress toward paying things off, running reports to generate billing statements, and such.
The front end should probably be web based (Apache).
I have been given a copy of a proprietary program which contains probably about 60% of the functionality that would need to be duplicated, so we have something of a template to pattern things after.
What I am wondering, is first, is this something of the scale that a single person hired on contract can do? My gut feeling is that it isn't, but I waffle back and forth.
Second, where would I go to find a person or preferably a company who would be able to do this sort of thing?
