Question 1) How to I get "http://stuporglue.com" to be associated with that IP address? stuporglue.com is hosted on the server root
Apache named virtual hosting http://httpd.apache.org/docs/vhosts/
Question 2) The other sites are in uers ~/public_html directories. How do I get their domain names to point to those directories? I don't want the end user to see "http://stuporglue.com/~caroline". ie. http://itscaroline.com to go to /home/caroline/public_html

What do I need to do on the server, and with the domain names on godaddy?
With godaddy, you will want to change the records to instead of forward, have an "A" (address) record that points to your static IP.
