The settings for your network connection live in /etc/network/interfaces
on Ubuntu.  Using a tool like ifscheme you can set up different network
profiles that would associate you with different essid's.  As for
automatically picking an essid when one fails, you'll probably have to
do some scripting.

'iwlist scan' will show you what wireless networks are available.  That
will help with the script.

You may also want to take a look at netapplet.[1]  I haven't used it,
but it may be just what you need.
