It is possible to upload PDFs (and supposedly photos, though I've yet to have success with those) to the News and Information section. Unless your media specialist has been granted administrator privileges, however, they will need to submit the PDF to an administrator (as the upload option doesn't appear when non-administrators submit News and Information).
Incidentally, .doc and .xls files are also allowed as attachments. The online documentation states that the uploaded file is subject to a 50K restriction (though I've never tested the limit).
